Loose Dog Report—01/06/10

6:45 am, Kanakanak Road sidewalk, between the airport curve and Gladden’s—Pat Walsh (USFW) jogging inbound on sidewalk with loose golden retriever.  Federal government employees apparently don’t have to follow the at large law, which says animals have to be on the other end of a physical leash from a competent handler on public property (and the handler has to be holding the leash).  Handlers have to be 300 feet from the public property (like the sidewalk) to let their dog off leash.
